Howard A. Silverman
Howard A. Silverman is a Partner in the Firm and has been practicing exclusively in the field of immigration and nationality law since 1984. His practice focuses primarily on asylum and deportation cases, as well as family immigration and citizenship issues.
Mr. Silverman has served the American Immigration Lawyers Association (AILA) in many capacities over the years, most prominently as the Chair of the New England Chapter of AILA, and Vice-Chair of AILA's National ICE Liaison Committee. He also served on AILA’s Interagency Committee and the Board of Directors of the American Immigration Law Foundation (AILF), and served as the co-liaison to the New England Chapter’s ICE Homeland Security Investigations, Office of Chief Counsel in Boston, and Executive Office for Immigration Review (EOIR) Liaison Committees, and most recently as co-liaison to the local Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations Office. Additionally, Mr. Silverman served as Chair of the Boston Chapter of the National Immigration Project.
Mr. Silverman has been a speaker at immigration law programs and workshops nationally and in the Boston area, and has been presented with the PAIR Project Mentor of the Year Award three times for his volunteer work supervising pro bono attorneys representing political asylum applicants. Mr. Silverman is listed in The Best Lawyers in America and was named the Best Lawyers' 2014 and 2018 Boston Immigration Law “Lawyer of the Year.” He has also been granted the AV rating, the highest rating available by Martindale-Hubbell. In addition, he has been named by Super Lawyers Magazine as a New England Super Lawyer in the field of immigration law since 2006. He graduated from Northeastern University School of Law and is licensed to practice law in Massachusetts.
Heidi L. Snyder
Heidi L. Snyder is a Partner with the Firm and has been practicing in the field of immigration and nationality law since 1997. Ms. Snyder's practice is concentrated in business immigration, with particular emphasis on working with multinational corporations, small businesses, start-ups, non-profit organizations, hospitals, universities, architectural firms and design firms. She has extensive experience handling nonimmigrant visa petitions such as H-1B and L-1 petitions, including Blanket L petitions and New Office L petitions. She regularly advises on short term visa options for visitors, as well as visa options and strategies for investors, entrepreneurs and companies seeking to expand into the U.S. market. In addition to nonimmigrant visa cases, Ms. Snyder handles a high volume of PERM-based permanent residence cases and also has significant experience with permanent residence cases for executives and managers. She regularly advises employers on issues relating to worksite compliance, including I-9 compliance and unauthorized employment, and has represented employers in H-1B audits by the Department of Labor’s Wage and Hour Division, and in I-9 self-audits. She also consults with clients on matters relating to corporate restructuring and due diligence in mergers and acquisitions, as well as immigration program support and training.
Ms. Snyder is a member of the American Immigration Lawyers Association (AILA) and the Women’s Bar Association of Massachusetts. She has contributed to a Massachusetts Continuing Legal Education (MCLE) publication on the topic of Immigrant and Nonimmigrant Visa Options for Foreign Nurses, and has made several presentations on business immigration law topics, including for MCLE. Ms. Snyder is listed in The Best Lawyers in America and was named by Super Lawyers Magazine as a Massachusetts Super Lawyers Rising Star in the field of immigration law for three years. She is licensed to practice law in Massachusetts.
Rhonda A. Tietjen
Rhonda A. Tietjen is a Partner with the Firm and has been practicing in the field of immigration and nationality law since 1999. Her practice is concentrated in business immigration, working closely with universities, hospitals, and companies in the pharmaceutical, biotech, and IT industries, among others. Ms. Tietjen and her team provide comprehensive employment-based immigration services, including nonimmigrant visas (H-1Bs, L-1s, TNs, etc.) and permanent residence through PERM labor certifications. She and her team also work extensively on nonimmigrant and immigrant work visas for researchers and scientists, including O-1, EB-1, and National Interest Waiver petitions. In addition, Ms. Tietjen’s practice includes working with physicians on both immigrant and nonimmigrant issues, including advising and overseeing J waiver applications. Furthermore, she advises clients regarding worksite compliance issues, including preparing for and conducting I-9 audits.
Ms. Tietjen previously practiced immigration law at large corporate law firms in Boston and Washington, DC. Immediately prior to joining the Firm, she spent more than three years as part of the in-house legal department at a biopharmaceutical company located in Cambridge, MA, where she was responsible for a full-service immigration practice, as well as working with issues of employment law, deemed export compliance, I-9 compliance, and various types of contract negotiation.
Ms. Tietjen is listed in The Best Lawyers in America, and she is the exclusive attorney listed for Massachusetts by Immigration Law Experts. She is an active member of the American Immigration Lawyers Association (AILA), and previously served as the Massachusetts State Workforce Agency Liaison for the New England Chapter of AILA. She is currently a member of the International Medical Graduate Taskforce and NAFSA: Association of International Educators. Ms. Tietjen graduated from Georgetown University Law Center and is licensed to practice law in Massachusetts.
Marlene E. McManus
Marlene E. McManus is an Associate with the Firm. Her practice is concentrated on business immigration, with a focus on PERM labor certifications, H-1B, L-1 and E-2 petitions. Ms. McManus joined the Firm in 2010 and worked as a Legal Assistant and Law Clerk before becoming an Associate Attorney. Her experience studying abroad in China and subsequently assisting Chinese and Vietnamese immigrants through the naturalization process solidified her commitment to working in immigration law.
Ms. McManus is an active member of the American Immigration Lawyers Association (AILA), the Boston Bar Association, the Massachusetts Bar Association, and the American Bar Association. She graduated from New England Law | Boston and is licensed to practice law in Massachusetts.
Sela A. Stockley
Sela A. Stockley is an Associate with the Firm. Ms. Stockley’s practice is concentrated on business immigration, with particular emphasis on O-1, EB-1 and National Interest Waiver petitions. Prior to joining the Firm in 2016, Ms. Stockley practiced family immigration and disability law. Ms. Stockley’s personal experience immigrating to the United States enhanced her passion for immigration law and played a major role in her decision to focus on business immigration law.
Ms. Stockley is an active member of the American Immigration Lawyers Association (AILA). She is fluent in Swahili. Ms. Stockley graduated from Roger Williams University School of Law and is licensed to practice law in Massachusetts.

Sally Penney is RSST Law Group’s Firm Administrator and has been with the firm since 2003. She is responsible for all aspects of the firm’s operations, including human resources, finances, information systems, facilities, and vendor relations. She also supports the partners with basic practice management. Sally obtained a Bachelor’s degree in International Relations and Russian Language & Literature from Boston University. She is an active member of the Boston Chapter of the Association of Legal Administrators, previously serving as Chair of the Member Recruitment & Relations Committee.
